Chamber to deepen the collaboration of TVET with the business industry in Lao PDR.

The Lao National Chamber of Commerce and Industry (LNCCI) and the Vocational Education Lao PDR (VELA) project organized the consultative meeting on 3rd November 2020, in Vientiane Capital,

to identify the key issues constraint faced by the business industry for skills development and propose specific recommendations on how to overcome these constraints, especially the function of governing and standard-setting TVET entities to better integrate the private sector into the management and coordination of TVET and DCT. There was also a discussion on strengthening the voice of business-association or trade working groups in the Public-Private Dialogue process.

The meeting was chaired by Mr. Oudet Souvannavong, the President of Lao National Chamber of Commerce and Industry (LNCCI), co-chaired by Mr. Alexander Monden the Head of the VELA project, GIZ Laos. The meeting participants included the representatives of the Dual Cooperative Training Service Center committee, LNCCI secretary General,          deputy secretary general, head of the department and reginal and national experts of the VELA project.

Mr. Alex Monden, VELA project Team Leader presented key achievements of DCT SC activities in 2019 to 2020 followed by proposed the option papers of the future action plans for 2020/2021 which requires strong supervision by LNCCI and involvement of Provincial Chember of Commerce and Industry (PCCI) to support work across Ministries and levels of administration. Moreover, the meeting also opened the floor for participants to discuss and provide comments on operational plans in order to determine the way forwards of its implementation.

In his closing remarks, the president of LNCCI said that while acknowledging important progress being made in a number of activities, a lot still need to be done in the near future to respond proactively to the call for improved public-private dialogue and collaboration, enhanced training delivery through industry-led curricula, syllabi and assessments, and increased private sector investments in a share responsibility approach. The president of LNCCI emphasized to involve continuously the PCCI and its business memberships in deepening the collaboration of TVET colleges with business and industry.

At the end of the meeting, the LNCCI and project team summarized the key takeaways from the discussion and outlined a potential set of activities that could be implemented by the DCT SC in the future.

The DCT Service Centre was established in 2020 in the  LNCCI. Based on the successful model of Dual Training in Germany, DCT is an innovative approach that combines school-based training in TVET institutions with on-the-job work experience in companies.

The service center intends to provide tailor-made services to support businesses with the planning, organization and implementation of DCT. Through this linkage, companies provide trainees with the opportunity to acquire technical skills, knowledge and the right work attitude on the job and, as a result, benefit from a better trained, productive and loyal workforce while reducing recruitment and induction costs.
